While this will cost a bit more in general than using whatever program has been included with your browser, this is definitely a worthwhile investment if you want your site to be more than a purely personal one.
Home-based businesses have by far the most complicated website design, barring large company sites and such. They not only have to display the products being offered, they have to have a way to track customer purchases and, most importantly, safely accept customer data. Using browser-bundled software to create a website is cheap; whereas buying software (or using pre-made websites) can be more expensive.
